Update the ros1_bridge article with a real-world use-case and example

Notes for Reviewer

  • It's recommended to follow the entire article, including installing ROS 1 Melodic and the ros1_bridge; with these tools you can validate the final section of the article which leverages the velodyne_node and rviz, in addition to ros1_bridge and udpreplay

Note that you will have to install udpreplay manually, since #44 (closed) is not merged to master at this moment.
