Create autoware_auto_avp_demo package

Description

This MR creates the autoware_auto_avp_demo package which will be used to store launch and configuration files for the AVP 2020 Demo.

Notes for Reviewer

  • The package contains only one launch file at the moment, ms1.py, which does not launch any nodes. This MR is just intended to get the architecture in place.
