Implemented feature

SSC interface receives desired gear from /vehicle_cmd. This feature enables vehicle to move backward.

Implementation considerations

This MR is related to core_planning#8 (closed) and messages#2 (closed). This feature should work after merging implementaions to enable backward moving in core planning. This feature needs field testing on real vehicle.
