WIP: Update gear msg in twist gate

Implemented feature

  • Update gear msg.
  • Add Gearshift check logic.
  • Fix test code for this update.
  • Add timer callback to publish message in a constant period.

Implementation considerations

This MR is related to #8 (closed) and messages#2 (closed). This feature should work after merging implementaions to enable backward moving in core planning. This feature needs field testing on real vehicle.
