[#24] suggested fix for nearby chapter section alignment of footer

This MR does two things.

• Swaps margin for padding on the Texas footer image to constrain it to the size of the flex container.
• moves padding from the list items in the right footer from the <a> elements to the parent <li> element so that text wrapping stays within the padding, and text does not become misaligned when it wraps.
