Resolve "Worse consequence should be shown for CNV"

Description

Turns on "Worse consequence" warning for CNVs.

In addition includes a number of smaller UI improvements:

  • Shorten display of CSQs by removing "_variant" in top bar, Consequence card and popovers, consistent with side bar.
  • Truncate genotype > maxchar in top bar
  • Improve format of gene, HGVSp in top bar (remove empty () when no data)
  • Format "Ratio" same as other in Quality card

Notes to review (code/docs/QA)

Note that at AMG a small change is needed in the CNV annotation pipeline for the "Worse consequence" warning to work properly, see anno-targets#63 (closed). QA has confirmed that "worse consequence" warning works as expected in staging with the modification (see QA docs).
