Add support for Holtek USB Gaming Mouse

This is my simple implementation for the Holtek USB Gaming Mouse. There are multiple variants of the mouse but my implementation specifically targets the "A070 series" (04D9:A070).

The mouse firmware has brightness control, but I did not implement this because OpenRGB does not seem to have a separate brightness control. Brightness can be controlled by choosing a darker color.

The mouse does not officially have RGB functionality with the official Windows software even though the mouse does have RGB hardware and firmware.
