Support dynamic remotes for LocalCAS methods

This implements GetInstanceNameForRemote() to support dynamic remotes for LocalCAS methods.

This does not yet support dynamic remotes for the standard CAS protocol. It's planned to be supported as well, however, it will require some refactoring.

Depends on !52 (merged).
