The 17.0 major release is coming on May 16, 2024! This version brings many exciting improvements to GitLab, but also removes some deprecated features. What has been done in this MR?

Added support for tertiary drop tables to the server + zaros (zaros has already been updated).
Allows for some edge case rare items to exist on an independent table with more easily controlled rates.

What should testers check?

Testers literally can't do anything with this.

I have tested these changes thoroughly.
I used the relevant Thanos/Zaros tool for any JSON edits where possible, and have attached screenshots of any changes.
