Tertiary drop table support

What has been done in this MR?

  • Added support for tertiary drop tables to the server + zaros (zaros has already been updated).
  • Allows for some edge case rare items to exist on an independent table with more easily controlled rates.
  • (internal screeching)

What should testers check?

  • Testers literally can't do anything with this.

  • I have tested these changes thoroughly.

  • I used the relevant Thanos/Zaros tool for any JSON edits where possible, and have attached screenshots of any changes.
