Fill out avro yep

Things I think I want to include:

Cross reference other YEPS:

  • Config (yep 102)
  • State (103)

Talk about ndarray types? (Currently do not mention types, as there is not anything to add beyond what the avro docs themselves say in terms of spec)

That or ndarray is its own YEP (that is what we did in YEP 100/YEP110 for msgpack).
