Add support for Tempest 46.2.0 and remove leftovers of 32.0.0

We're already building the new Tempest as of yaook/images/tempest!198 (merged) but it's missing in the Operator still.

Also !3333 (merged) removed Tempest 32.0.0 support but it's still a valid value in the CRDs. Fixed that.
