Drop MQ restart at integration-test

At the OpenStack upgrade tests, we don't change the MQ, so we also don't need to test the rolling restart. At the MQ upgrade test, we still check, if MQ comes up again. This way we save ~5min per OpenStack version.

Add workaround for stuck octavia pods to integrationtest
