Require the ovsdb duplicate member cleanup script

The duplicate cleanup script was added 6 months ago via 97cf6e41 and the fallback (introduced for backward compatibility) for old images should now be removed.

Users that combine an up-to-date infra-operator with an old ovn image will now notice that their ovsdb duplicate cleanup is broken.
