Deprecate and remove support for OpenStack 2023.2

For now neutron is keept, as some users still need it - it will be removed later.

Also bump TARGET_RELEASE at tests to 2026.1

Some unittests use target release and current release variables. Bump them to the newest supported versions. Make adjustments so the tests run for the new Release (mainly some disruption budgets was missing and the test didn't saw that before due to old test version)
