fix: RabbitMQ node reset

Using rabbitmqctl reset does not remove all of the persistent data and if the node rejoins a cluster the stream coordinator member of that node will be stuck in state pre_vote. Instead we can remove persistent data using rm (alternatively, you can still delete the pvc instead, but sometimes using rm is easier due to the permission setup).
