Make example manifests less error-prone when used as-is

The previous templates in docs/user/explanations/examples for the core services would lead to serious issues with cinder-backup and Nova evictions if deployed without adjustments due to them containing dysfunctional default values for demonstration purposes.

This changes the templates to comment out the problematic parts so that the templates can apply without causing problems while still containing the information.
