change TOKEN for release-jobs

To the maintainers

For this change we need a new project variable BOT_GIT_OPERATOR_RELEASE_JOB_TOKEN which holds a token with the following requirements:

  • role: maintainer
  • scope: write_repository
  • the variable shouldn't be protected as the variable is used on unprotected branches
