Enable setting maximum parallel migrations in eviction manager

Hi,

this is my first contribution to yaook and I am sure I missed some places to patch, so bear with me.

The nova_compute cli already seems to be able to handle this environment variable, and I'd like to make it configurable through the eviction job manifest/template.
