* Docs: improve hotfixing

As we tested the newly introduced hotfixing process, we encountered some
possible improvements to the docs which are added here.

* Change releasenote-file check for hotfixes

As we maybe want to link all merges related to one hotfix to the same MR
we change the job for checking the file to just check that the value is
a number and exit with a warning.
