Add ceph tool to cinder-yoga

Install ceph tools into cinder yoga image

The current cinder yoga image does no longer include the ceph tool. The ceph tool is started within cinder to determine ceph cluster configuration (mon-hosts).

This commit creates the ceph tool from the ceph source without building ceph (just replacing some placeholders).
