Move debug test, check and doc into make template

Move debug test, check and doc into make template and enable it like ASAN.

Now hopefully gitlab CI will now stop wasting time on upload/download of huge debug artifacts.

This means that ASAN is also building documentation. I wonder if it will find any errors :)
