fix(semantic-release): export release version as dotenv

Plan

  1. Publish CI_RELEASE_VERSION as a dotenv report while preserving the release/version artifact.
  2. Add an after-release component test that consumes both outputs.
  3. Document the downstream artifact dependency.

Acceptance criteria

  • Successful releases expose CI_RELEASE_VERSION to jobs that need semantic-release artifacts.
  • Existing custom release/version writers are upgraded without duplicate exec plugins.
  • The semantic-release child pipeline runs a dependent validation job after semantic-release.
  • Focused regression tests and CI lint pass.
