Update entities.ent with weapon_arc

The Arc was missing from the entities definitions (thanks to "Eclipse" on Discord for noticing this).

This MR adds the weapon_arc entity (weapon_vortex was used as a base) and also removes a mention of g_balance_vortex_respawntime_modifier in the Vortex definition, this cvar doesn't seem to exist anymore.
