Add feature for moving spectators list in scoreboard

Simple commit for making available for moving spectators in scoreboard via edit HUD CVar - hud_panel_scoreboard_spectators_position with hardcoded arguments (0 - before accuracy and item stats, 1 - before rankings, 2 - after rankings, 3 - after map stats).

Reason: in case of a lot of players in rankings on defrag servers (and rankings moving under the screen here) I found it useful to view connected players before rankings.
