Allow the two documented values of sys_ticrate without server showing up as modified.

Keeping 30Hz at the default for now, but considering to switch to 60Hz in the future.

Should have smoother gameplay, at expense of more network packets and higher server CPU load.

Fixes #2545 (closed).
