Fix (alternative) for #2500 Replace Stereo Weapon Sounds with Mono (untouched)

This is a Alternative to the Merge Request here !866 (closed) however weaponsounds here are mostly untouched (nothing shortened, cut and no reduced clipping) files are only upsampled to 48kHz and converted to Mono (needs more testing tough)
