Merge branch Mario/filter_highping (S merge request)

Fixes #2388 (closed) Filtering out high latency servers will help reduce the likelihood of a new player having an unplayable first experience, as well as reduce clutter for long time players and make the other categories more visible (not obscured by laggy servers).
