Allow vcall timein during a timeout, and reset slowmo if SVQC shuts down during a timeout

Configuring timeout as votable allows it to be used in pub matches, without abuse by trolls.

If a restart or changelevel is done during a timeout, currently it "breaks" the server by leaving it stuck at slowmo 0.0001.
