Fix "Remaining Frags" announcer being played if fraglimit (but not leadlimit) is reached.

Currently if fraglimit is reached, the "frags left" to reach leadlimit is still played.

Example: fraglimit 3; leadlimit 5. If fraglimit is reached, then "Two frags left" will be announced (due to leadlimit).

I've moved the stuff that checks if the limit is reached in front of the announcer part…
