Same bal-wep file for both vanilla and XPM

They got out of sync already (arc), would be nice to prevent further differences.

If we ever decide to have diff weapon for vanilla and XPM, we can always restore the file. Right now it serves no purpose (even overkill doesn't need a special file anymore and insta, when it gets a ruleset file, won't either).
