Enable rocket flying again

This was a core mechanic through most of the game's history, but the Devastator's rocket force was adjusted to play better in combat, causing this mechanic to be lost.
Samual had planned to restore this mechanic with his remote jumping feature, but left before it could be realized. That feature was completed and included in the game following the weapons system updates, this merge request is to simply enable it, as a decent balance for it has already been included for years.

As a side note, and seeing as it has been a justification in recent balance changes, I will mention that it has been in use on the Kansas public server for several years without any complaints.
