Change default waypointsprite_edgeoffset

I probably can't fix people but I will try. The default 0 offset puts waypoints below HUD elements and it's really easy to miss them. I've been using 0.15 for quite while and I think it's a good default. Wanted to use 0.20 but that is a bit to obtrusive.
