Default overkill config

I picked all the cvars both our servers agree on. It also mostly coincides with LX' config. This way we don't create another variation that would result in players getting used to different things and then complaining about it.

Changed the header to Mod instead of Mode because most players use mode to mean ctf/dm/etc. and mutator really doesn't do overkill's changes justice.
