Update bot weapon priority

Grigory Vasilyev requested to merge h0tc0d3/xonotic-data.pk3dir:bot_weapon_priority_fix into master

Very often the bot chooses weapons not well. For example, trying to shoot far with electro. I suggest a more correct weapon priority, although not ideal. It's sketch in a quick hand, so suggestions and corrections are welcome.
