Draft: Welcome dialog rehaul proposal

z411 requested to merge z411/welcome_dialog into master

Since we have a welcome dialog now, I think we should use it for more than just the MOTD. Here's a rehaul mockup I've quickly put together:

If the dialog has more information and looks nicer it'll be better accepted I think.
