Update to use rxml 0.9
rxml 0.8 depends on smartstring 0.2, which makes some incorrect assumptions about std::String memory layouts (see smartstring GitHub releases for more detailed explanation). I've encountered this leading to invalid UTF-8 being generated by minidom. Upgrading to rxml 0.9 targets the fixed smartstring versions, fixing the behaviour (at least for my usecases).
