Resolve "Support datomatic.no-intro.org xml import format for rom info"

Changes:

• Refactor info file generation
• Write missing tests for info file generation
• Write no-intro xml file generator
  • Write parsers for no-intro txt/xml/dat files
• Add option to specify an output file for the xml, defaults to same scheme as nfo file
• Add pipeline status to readme
• Support official No-Intro region names
  • Added some sources for more obscure cases
• --links and --languages can now be used multiple times on the cli
• Shorten the commit hash for the dump tool field (in info text)
• Optimize ci pipeline for space savings during run
