Add integration with Jitsi

A very rough around the edges but perfectly functional meeting room system based on Jitsi.

Most of the heavy lifting is done by Jitsi and docker, all the xSACdb changes are to store who has access to what, and to generate JWTs to grant access to those rooms.

Fullfills most of #373 but does not close it.
