If you use this fake namespace, it still gets initialized and thereby
kicks of the Refresher service. Since the Refresher service checks
contacts for updates more often than the MyVDCalloutRefresh staleness
check, the latter can be eliminated to give a slight performance benefit
during LDAP lookups.

Both configurations are present, with the original commented out.
