DoIP: Prepare for ISO 13400-2:2019Amd1 and newer versions

Dr. Lars Völker requested to merge LarsVoelker/wireshark:DoIP-accept-newer-version into master

This patch allows to parse messages for the upcoming 2019 Amd1 version that uses header version 4. Since the standard is not final yet, more changes to fully support it are (probably) required.

The patch also to parse unknown versions, if compatible.
