Draft: BT-uTP: Follow Stream

Add Endpoint type for uTP connection IDs. Manage uTP conversations and streams. Support Follow Stream for BT-uTP, handling reordering and ACKs. Display more information in INFO column, similar to TCP. Move UDP address filter to header so uTP can use it. This is some progress towards #8792 (closed).
