macos-setup.sh: ftp.pcre.org no longer exists

Summary

tools/macos-setup.sh tries to obtain pcre from ftp.pcre.org, which no longer exists.

Steps to reproduce

On a Mac, execute tools/macos-setup.sh.

What is the current bug behavior?

The download of pcre times out.

What is the expected correct behavior?

pcre is downloaded and installed
