Nettrace: can't open files larger than 262132 bytes

Steps to reproduce
Try to open 3GPP 32.423 nettrace XML trace file larger than 262132 bytes.
What is the current bug behavior?
tshark: The file "name.pcap" could not be opened: Success.
Wireshark: dialog window pops up with text "The file "name.pcap" could not be opened: The packet being written is too large for that format."
I think this happens because Wireshark puts the entire trace file contents as the first packet in the packet display. With addition of 12 byte header, it will overflow the WTAP_MAX_PACKET_SIZE_STANDARD, which is currently 262144. If I change this constant to a larger value and re-build, the file can be opened.
What is the expected correct behavior?
Wireshark should be able to open larger files. Probably for that it should not try treat the whole 3GPP Nettrace file as a packet, it should only put <msg> entries as packets.
