Run setup scripts from the 3.4 branch.

Gerald Combs requested to merge geraldcombs/wireshark-containers:setup-3.4 into master

We removed Bison in the master branch. Run the rpm-setup.sh and debian-setup.sh scripts from the 3.4 branch in order to ensure that it's installed.
