Update KWh/GB figure with updated IEA estimates

Context:

The 1.805 KWh/GB figure used by the carbon-api is based on the 2015 paper "On Global Electricity Usage of Communication Technology: Trends to 2030" and severely overestimated the carbon intensity of bandwith.
