add support for PE executable format

Add support for PE32 & PE32+ format with ability to read or assemble a Windows binary application.

There is a sample programs/x86-win64-demo which just prints "Hello, world" message on the console.

The sample program was tested with Wine on Linux and on native Windows 10.
