WIP: Import votepeer lib

Jørgen Svennevik Notland requested to merge import-instantiate-votepeer-lib-try2 into master

Need to verify that it works with the new version before it can be merged.

To not break CI on the new version this integration requires that the votepeer library keeps old versions in the cloud.
