Compatibility between opened pv-display-handler and glasswddm

Includes the work Troy did in https://github.com/troyc/pv-display-helper/tree/vglass-wip.

This has required dependencies to have a guest with multimonitors behave appropriately (specially with hotplug).

There are still a lot of warnings using the EWDK 19h1 (16.0). Using 16.7 will fail to build the 9.0.0 tools.
