Use fmt::vformat to not have constexpr requirements on fstr

This caused problems downstream, see model-building-utils!2 (merged) and this job.

  • Implemented the changes
  • Added or extended tests (no easy way to test this here)
  • Checked test code coverage on new and adjusted code
  • Reasonably up-to-date with current master
  • Pipeline passing without warnings
  • Squash option set
